Nature of the business

The Company's purpose, in France and abroad, directly or indirectly, is to:

A

promote, develop and facilitate the export of products, equipment, technologies and systems relating to defence, security and aerospace;

B

provide consulting, commercial and strategic support, international prospecting, introductions and assistance to French companies seeking to develop their exports in these fields;

C

carry out market studies and technical-commercial analyses, and develop international growth strategies;

D

participate in trade fairs, events and international cooperation missions in the aforementioned fields;

E

provide training, communication and commercial representation related to the activities described above.

Project objectives

The creation of a brokerage firm specialising in military and security equipment aims to:

Facilitate the export of French technologies and systems

by supporting manufacturers with market studies, opportunity identification and introductions to institutional and private stakeholders in partner countries.

Guarantee a rigorous and transparent framework for introductions

in accordance with French and European regulations, particularly on export controls (IEF regime, DGA procedures, end-user certificates and so on).

Support the Defence Industrial and Technological Base (BITD)

by enhancing its visibility and facilitating access to strategic international projects.

Provide independent sector expertise

to assess projects' operational, financial and regulatory feasibility, in the interests of French manufacturers and defence policy.

The Company will contribute to the Ministry's efforts by:

Supporting defence diplomacy and international cooperation

through better preparation and structuring of export projects.

Reducing the risks associated with brokerage activities

through strict internal procedures, systematic document control and stronger compliance arrangements.

Encouraging the controlled distribution of French equipment in sensitive environments

while ensuring respect for the strategic directions and red lines set by the French authorities.

Providing a technical and commercial interface with foreign clients

allowing French institutions to focus on sovereign and political-strategic matters.

Facilitating meetings where necessary

between the relevant French and/or foreign government administrations and interested industrial stakeholders.

Implementation of an internal export control system (Internal Compliance Program – ICP).

Strict monitoring of authorisation procedures (AEMG, LPM, licences and prior authorisations).

Full traceability of operations and capacity for ongoing adaptation, including through audits.

Particular vigilance concerning the activity's exposure to risks under the US Foreign Corrupt Practices Act (FCPA).

A commitment to comply with French and international standards on integrity and anti-corruption (OECD standards and the 1999 Convention), together with arrangements to prevent diversion risks.
